Mr. Terrance Fountain

Former Manager, National Drug Observatory

 

 

Terrance Fountain worked in the National Anti-Drug Secretariat, Ministry of National Security, where he had specifically responsibilities for the establishment, management and operation of the National Drug Observatory; the information and research arm of the Secretariat.

 

Prior to this posting, Mr. Fountain spent 27 years in the National Health Information and Research Division, Ministry of Health; the last 13 of which he served as the Manager of the Division. In that role, he was ultimately responsible for the development of the system for the collection, collation, analysis and dissemination of all health-related information, as well as the principal or an advisor in all government directed national health-related research projects. This included serving as the manager of the drug information surveillance system as well as the lead investigator in several national drug prevalence surveys, treatment outcome studies, drug situational analyses, and project or program evaluations.

 

Mr. Fountain is an Epidemiologist by training, having attended Lincoln University, Pennsylvania; Emory University, Georgia; and the University of Toronto, Ontario, Canada. He is a past Chair of the National Drug Council’s Subcommittee for Research, has served as a past lecturer in research methodology in the University of the West Indies Addiction Studies Program, and has been intimately involved in most Regional efforts over the last two and a half decades to improve the collection, analysis and use of drug-related information. As a result, he’s worked on many projects and programs spearheaded by CARICOM, the UNODC and the OAS; in particular the ongoing Caribbean Regional Drug Certification Program (PROCCER) for drug abuse treatment and prevention professionals. Mr. Fountain continues to also serve as a short-term consultant on health and drug-related research and information system projects both in The Bahamas and Internationally.
