Selection Process

 

The new cellular operator will require an Individual Operating Licence and an Individual Spectrum Licence from The Utilities Regulation and Competition Authority (URCA). The Minister with responsibility for the electronic communications sector however, has responsibility for selecting providers who intend to use cellular spectrum (designated as premium spectrum in the National Spectrum Plan).

 

The following describes the stages of the competitive selection process.

  • Official Media Launch: November 12th 2014
  • Invitation Notice Published: November 13th 2014
  • Prospective applicants registered to collect the Request for Proposals (RFP) document.
  • Opportunity for prospective applicants to seek clarification on aspects of the RFP: December 2014 – January 2015
  • RFP Submission Deadline: February 11th 2015
  • Three proposals were received.
  • Phase I: Evaluation completed: April 29th 2015
  • Phase II: Spectrum Auction completed: October 16th 2015
  • CBL advances to satisfy ownership requirements for licensing
  • Shareholders’ Agreement finalised and NewCo and HoldingCo incorporated: March 2016
  • NewCo’s Board appointed and the company capitalized: July 1st 2016.
  • Government notified URCA to licence NewCo, with CBL as minority shareholder: June 8th 2016
  • Individual Operating and Spectrum Licences granted to NewCo: July 1st 2016.
