EOI - Public Private Partnership for the Modernization of the Animal Feed Mill

The Government of The Bahamas, through the Ministry of Agriculture and Marine Resources (MAMR) seeks to engage in a Private Public Partnership (PPP) with an eligible private partner or consortium to provide financial, operational and logistical support (inclusive of any relevant industrial/technical support, i.e. Geographic Information System –GIS) via management of the Produce Exchange, New Providence and Packing House System which includes The Green Castle Packing House, The Hatchet Bay Packing House and North Eleuthera Packing House, located on the Island of Eleuthera: The North Andros Packing House, located on the Island of Andros; The Clarence Town Packing House, located on the Island of Long Island and the Smith’s Bay Packing House located on the Island of Cat Island.

 

The objective of the PPP is to address the aforementioned concerns through a contractual arrangement that supports best value for money (VfM)  and achieves an  optimal combination of benefits for both parties involved. The performance requirements of the PPP will address:

  1. Capital and infrastructural needs
  2. Logistical, operational and technology challenges
  3. Vertical integration of farming operations within the locale in the first instance and/or the farming network throughout the Bahamas

The Ministry of Agriculture and Marine Resources now invites interested eligible persons or firms to submit Expressions of Interest for the PPP.

 

Businesses shall be eligible to participate if they:

    1. Provide basic information to indicate expertise and experience in this area and capacity to carry out the project if chosen. Business must prepare a Company Profile – describing the nature of business, years of operations field of expertise, licenses, certifications and accreditations etc.
    2. Are licensed to conduct business in the Commonwealth of the Bahamas and are duly registered with Tax Registration Certificate
    3. (i.e. bidder or key personnel) have technical competence, qualifications and/or a track record of experience in the industry of at least 15 years combined experience in managing and operating a successful agriculture or manufacturing business. Bidder should be able to provide a list to show involvement in at least three ventures/projects that are similar in nature and scope indicating description of business activity and value of operations
    4. Are able to supply the entire solution package or a single operation (please indicate)
    5. Are financially capable to enter into this arrangement, indicating source of funds.

All information must be submitted in writing, electronically (.pdf) in English. Expressions of Interest must be received at joellewis@bahamas.gov.bsno later than May 16th, 2021 by 11:59 P.M. The email should include the name, address of the applicant and telephone contact with the subject caption clearly marked “Expression of Interest – Modernization of the Produce Exchange & Packing Houses ”

 

Following the assessment of submissions, a shortlist of not less than three and not more than eight applicants will be provided with full terms of reference, and invited to submit technical and financial proposals. The deadline for receipt of proposals is Monday, 30th June, 2021 by 5pm. The Government of The Bahamas reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
