The STCW Convention was drafted in 1978. It established such things as the requirement for 4 years of experience for a Master 1600 GT licence.  The STCW 95 amendments completely re-wrote enforcement related to the Convention, and more importantly, created an STCW Code that set stringent standards for mariners to meet.

STCW 95 basic safety training is a requirement for practically every crew member in the maritime industry and is the ‘de facto’ entry level qualification. The course provides students with the means to deal with emergency situations in the unlikely event that they arise on board.
