Executive Summary

  • The principle function of a National Standards Body (NSB) is to develop standards based on international and regional principles and practices, adopt international or regional standards and promote their use by industry to improve the overall quality environment for products and services. The objective is to improve industry competitiveness in the domestic and export markets, facilitate trade by reducing technical barrier to trade, and strengthen consumer and environmental protection against unsafe products or services being placed on the market.
  • The Bahamas Bureau of Standards and Quality (BBSQ) is a body corporate by virtue of the Standards Act (2006) and the Weights and Measures Act (2006) with reporting relationship to the Ministry of Financial Services.  The BBSQ’s primary function is the formulation and /or adoption of standards as national instruments of socio-economic development, in addition to offering metrology, inspection, testing and certification services, the latter three being collectively termed conformity assessment. The BBSQ also has a training and consulting mandate as well as regulatory responsibility for operation of a legal metrology and quality-related inspection service that it carries out via market surveillance on non-food products.  The BBSQ will also promote Accreditation Services in The Bahamas and will establish a National Accreditation Focal Point .
  • The BBSQ is also responsible to regulate all weight and measures activities in The Commonwealth of The Bahamas by virtue of its Weights and Measures Act of 2006.
  • The BBSQ will have a measure of financial and managerial independence, with oversight shared between the Minister of Financial Services and a Council Board.
  • The BBSQ will be organized into five (5) divisions: Administration, Standards and Certification, Metrology, Conformity Assessment and Information Services. The BBSQ will be properly staffed with core competency of technical professionals with degrees in natural and/or applied sciences.
