The Government of The Bahamas has received financing from the Inter-American Development Bank (IDB), toward the cost of the Climate-Resilient Coastal Management & Infrastructure Program and intends to apply part of the proceeds for consulting services.
The primary objective of the consulting services is to conduct a comprehensive assessment and comparative analysis of the contents of both The Bahamas Building Code (BBC) 2003 and other global standards, including the International Code Council’s International Building Code (IBC) 2018, considering their major strengths and weakness, opportunities, international best practices and current legislative policies to determine and produce the most practical and efficient form of standards for use within the Commonwealth of The Bahamas. A secondary objective of this consultancy services is to produce an appropriate guidance standard that incorporates coastal climate hazard exposure and risk, design guidance for coastal infrastructure along with clarified inspection guidelines.
The Ministry of Public Works now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information to demonstrate that they are capable of the meeting the selection criteria listed below:
We ask that you limit your Expression of Interest to a maximum of thirty (30) pages.
Short lists shall comprise six firms with a wide geographic spread, with no more than two firms from any one country and at least one firm from a Bank Borrowing member country, unless qualified firms from Bank Borrowing member countries are not identified.
Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9 and is open to all eligible bidders as defined in the policies.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
A Consultant will be selected in accordance with the Quality -and Cost-Based Selection (QCBS) method set out in the Consultant Policies.
