The Government of The Bahamas has received financing from the Inter-American Development Bank (IDB), toward the cost of the Climate-Resilience Coastal Management & Infrastructure Program and intends to apply part of the proceeds for consulting services.

 

The primary objective of the environmental economic valuation baseline study is to establish an understanding of the contribution to the economy and the value of the natural resources and ecosystem services at the Junkanoo Beach-Long Wharf site.  It is anticipated that this study will be put to the following uses, and must therefore be designed for such purpose:    

  1. It must provide a baseline for value of ecosystem services and natural resources of the site to inform decision makers on the economic impact if these services and resources are lost.
  2. It must be used to guide developers and the government in development of user fees and sustainable livelihood opportunities for the site.
  3. It should provide examples of trade-offs scenarios in development of the site.

The environmental economic valuation consultant will have access to the environmental baseline study which will provide information on species, habitats and other natural features at the site. The consultant shall be expected to liaise with Ministry of Tourism, users of the site and other stakeholders to ensure that all existing data specific for this frontage is identified and compiled.  It is envisioned that primary data collection will have to occur through this consultancy.

 

The Ministry of Public Works now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information to demonstrate that they are capable of the meeting the selection criteria listed below:

  1. General Background and Organisation: [e.g. Legal parameters, corporate and functional structures, areas of expertise, number of years in business, core competencies, management support systems]
  2. General Experience: [e.g. General experience in the field in the region or countries with a similar, physical, cultural, social, economic condition and institutional characteristics where applicable.
  3. Similar Experience: [Evidence of experience in specific areas undertaken relating to the assignment]
  4. Other criteria (Adequacy for the Assignment): [Demonstrated capacity to handle the assignment in terms of resources (e.g. Specific skills, facilities, equipment for testing, laboratory testing), knowledge of the national language, culture, laws, administrative systems, governmental structures and policies, statutory knowledge].

Short lists shall comprise six firms with a wide geographic spread, with no more than two firms from any one country and at least one firm from a Bank Borrowing member country, unless qualified firms from Bank Borrowing member countries are not identified. 

 

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9 and is open to all eligible bidders as defined in the policies.

 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection method] method set out in the Consultant Policies.
