Enhanced Emergency Call Handling System (E919)

Project Description

The purpose of the Enhanced Emergency Call Handling System (E919) is to replace the Central link E919 system that currently serves the Bahamas’ emergency response needs, which is now obsolete and has been malfunctioning for several years.  The new system will provide an integrated and systematic approach to emergency call handling as 919 Call Handling has changed dramatically over the last 10 years.  

The system will be able to deal with the increased call volumes, wireless technology, heightened public expectations, public safety concerns and budgetary constraints. In addition, it will provide services for both Nassau and Freeport, Grand Bahama, and will serve as the citizen’s principal means of accessing emergency services.

It will provide an integrated Command and Control Center solution that should enhance the Bahamas’s emergency response process and capabilities.  

The system will ensure high quality, consistent emergency response, while assisting the call taker in gathering all incident information from an emergency caller. It will recommend response levels based on the severity of an incident.

Project Status

  • The Ministry of National Security, acting on behalf of the Government of The Bahamas, entered into an Agreement with Motorola Solutions, Inc. of Delaware, Florida, for the purchase of the following systems:
    1. A State-of-the Art E919 system with Logging Recorder.
    2. A Computer Aided Call Handling (CACH) system.
    3. An Automatic Vehicle Location (AVL) System.
  • The Agreement was signed to authorize Motorola to proceed with the contract performance. The Agreement commenced on 26 September, 2011, the date of signature of the Agreement, and continues until the date that the project is accepted in accordance with the Agreement.
  • Motorola Solutions will provide, install and test the System, and perform other contractual responsibilities in accordance with the Agreement.
  • The Ministry of National Security will perform its responsibilities in accordance with the Agreement.
  • Final project acceptance will take place when all deliverables are completed.
  • A comprehensive training programme is being provided to include: technicians call takers and administrators responsible for monitoring and reporting.
